As a part of the revised United States Coast Guard Regulations that went into effect August 15, 2013, all facilities operating a marine vapor control system (MVCS) must undergo an operational review every 5 years. These reviews must be conducted by a USCG-approved certifying entity (CE). Any facility that has not undergone initial certification within 5 years prior to August 15, 2016 is required to complete an operation review by the Aug 15th, 2016 deadline. All other facilities must complete the operational review within 5 years of their initial certification that occurred between August 15, 2011 and August 15, 2016. The owner/operator responsibilities are outlined in 33 CFR 154.2021.
